中央全面深化改革委员会第十三次会议审议通过了《关于健全公共卫生应急物资保障体系的实施方案》。方案瞄准我国公共卫生应急物资保障体系存在的问题和薄弱环节，着力补短板、强弱项，全面系统提升重大突发公共卫生事件的应对能力。第一，加快补齐医疗防治方面的硬件短板。夯实“防”的基础。重点是加大各级疾控机构和相关生物安全实验室建设投入。第二，加强公共卫生应急物资储备建设。着力在“储”“采”“调”上下功夫。第三，提升公共卫生应急物资生产动员能力。进一步厘清需求、优化流程、建立机制、优化产能协同保障和区域布局，增强医疗物资和装备的应急转产能力。
